Our Goals & Accountability
Our Goals for Indiana Referees
We set clear, measurable goals and report on them. This year we’re focused on keeping more referees in the game, supporting new officials faster, and paying referees promptly.

Retention+8%
Grow district license renewals 8% year over year — the association's top KPI.
Renewals are tracked district by district. Analysis of 2021–2026 registrations shows the biggest driver of retention is early-season activity: new referees who work 21 or more games in their first year return at close to 90%, while those who work none return at about 26%. Our retention work focuses on getting new officials onto matches quickly and supporting them through a full first season.
Engagement20%
One in five referees active in ongoing development beyond recertification.
"Mastery Engagement" measures the share of referees who take part in voluntary development — the monthly Advanced Referee Academy webinars, video clip review, and mentoring — beyond the annual recertification. The goal is to make continued learning a normal part of officiating in Indiana.
Stewardship70%
At least 70 cents of every dollar reaches officials directly.
The "Field-Spend Ratio" keeps the association accountable: at least 70% of spending should go to direct referee benefit — youth-event coverage, instruction, mentoring, and the Academy — rather than administrative overhead. ISRA is a nonprofit run for officials, and this ratio is reported to the membership each year at the Annual General Meeting.
Pay7 days
Referees paid within a week for events we run.
For events the association runs, our standard is payment within 168 hours (seven days) of the match, with a target of 90% on-time compliance. We also aim to acknowledge referee questions and help requests within 48 hours. Prompt, reliable pay is a basic form of respect for officials' time.
